　　本报讯 （记者苏曼丽）人民币对美元汇率连续三个交易日强势升值。昨天，人民币对美元汇率中间价升值131个基点，首次突破6.6的重要关口。与2005年汇改前相比，人民币对美元已累计升值25.4%。

　　三个交易日累计升值0.5%

　　昨天，人民币对美元汇率中间价定于6.5997元，较前一个交易日走高131个基点。持续三个交易日升值，人民币对美元汇率已累计上涨352个基点，升值幅度达到0.5%。

　　同日，人民币对其他货币涨跌互现，对日元、港币分别升值48个和13个基点，对英镑和欧元分别贬值785个和833个基点。

　　兴业银行首席经济学家鲁政委表示，人民币汇率连续走高的背景是国际原油再度上冲到90美元/桶之上。

　　鲁政委认为，在中国为应对本轮金融危机刺激汽车消费之后，原油价格对国内通胀感受和预期的影响已大大高于以往。这意味着，在当前需要把稳定物价放在更加突出位置上的政策部署下，一旦原油站稳高位后，以汇率抑制通胀的政策需求就会不连续地显著增加。此时，其与美元汇率的负相关性可能会暂时有所弱化，而更多呈现出与原油价格的正相关性。

　　美国财长称人民币被低估

　　这一轮人民币升值加速的另一背景是，中国国家主席胡锦涛将于1月18日至21日对美国进行国事访问。

　　据报道，美国白宫12日召开新闻发布会称，美国总统奥巴马届时将会就贸易问题向中方施压，并会提到人民币议题。

　　美国财政部长盖特纳1月12日在一次演讲中称人民币被显著低估，也会对其他新兴市场国家造成损害，如果人民币升值速度不加快，中国将面临国内通胀加速和资产价格破坏性上升的风险。

　　经济学家驳人民币低估论

　　汇丰集团首席经济师简世勋昨天表示，美国为解决其贸易失衡的局面而催促人民币快速升值，但事实证明汇率问题并不是贸易失衡的主要原因。20世纪80年代初，美国曾迫使日元大幅升值，但结果是美元贸易赤字依然持续增长。

　　简世勋同时指出，中国目前贸易顺差占GDP的比重已经从2007年的7.5%下降至去年底的3%，贸易顺差将持续收窄。从贸易顺差角度看，目前人民币汇率已经接近均衡水平，不存在低估，不会出现大幅快速升值。

　　目前，包括德意志银行大中华区首席经济学家马骏、汇丰大中华区首席经济学家屈宏斌在内的多数经济学家认为，2011年人民币对美元汇率升值幅度将达到3%-5%。人民币汇改之后的2006年到2010年，人民币对美元汇率每年的升值幅度分别为6.804%、6.882%、3.349%、0.09%和3.1%。
