We should appeal to people consciences adn moral standards to regulate small aspects of daily behavior.
1. We can't stop all bad behavior with legislation. If using a phone on a bike is distraction, should we also stop cyclists from listening to MP3? The list of objectionable items could be endless. This just adds to the problem of not enough (law) enforcement.
2. It's foolish to try to ban cellphone use on a bike when police can't even stop cellphone use by drivers. The latter definitely poses a much greater danger. Yet we still see people at the wheel chatting merrily on their cell phones everyday.
3. If using a cellphone on a bike is inappropriate, potentially dangerous behavior, to stop it the government can simply launch a public education campaign telling people that it's bad. A TV commercial world do and it would be more cost effective.
