,September 16, 2008 Limited Governmental Purpose Licensing Rights iv Defense-Wide Strategic Sourcing (DWSS) Portal User Guide, Version 1.4: System Overview 1 1.1 System Overview History of DWSS The Department of Defense (DOD)-Wide Strategic Sourcing (DWSS) program strives to develop acquisitions strategies that will deliver services in the most efficient and effective manner. The DWSS portal has been selected as the technology solution for Clerical Support Services. The portal (also referred to as the DOD-Wide Strategic Sourcing (DWSS) e-procurement portal) is a tool by which all activities can obtain cost effective Clerical services through competitive and efficient means. The DWSS portal provides a secure automated procurement process that improves processing time, provides the ability to take advantage of numerous acquisition reform initiatives, including electronic signatures, while still allowing Program Managers (PM) the ability to select solutions that meet their Clerical Support Services requirements. At the core of this portal is the fundamental concept that any PM can use the portal with minimal training in an intuitive "amazon.com"-like environment. The private DWSS e-marketplace provides end-to-end government to contractor support for the acquisition of services from the definition of requirements to contract closeout in a completely paperless and secure environment.
