昨天，财政部在银行间市场招标发行了今年首期记账式国债。在当前市场资金面较为充裕的情况下，该期国债发行受到热捧。

本期记账式国债为1年期关键期限国债，计划发行300亿元。在昨天的发行中，共有519.6亿元资金投标，有效认购倍数达到了1.73倍。在富裕资金推动下，该期国债中标利率为2.81%,落在市场预期区间的下限。

一股份制银行资金交易中心人士表示，目前1年期国债收益率已较为可观，由于期限短所面临的加息风险也较低，再加上国债的免税效应，这对于投资者具有较大的吸引力。

此外，由于1月份到期资金较多，央票发行量持续维持地量，市场缺乏足够可投资的利率产品，这也使得投资者对该期国债颇为追捧。

该期国债的发行使得央票发行利率显得不尽合理。本周二央行发行的1年期央票发行利率仅为2.7211%, 低于该期1年期国债发行利率。一般来说，央票由于不具有免税效应，同期限利率应高于国债，这种倒挂导致机构对参与央票认购的意愿不强，央票发行量难以增加。

虽然国债发行场面较为火爆，但市场心态仍较为谨慎。一分析人士表示，央票利率如果继续倒挂难以发挥回笼资金作用，央行可能依赖其他手段来回笼资金，但如果央票利率继续上行则将会使得加息预期进一步增强，这都对债券市场带来负面影响。
