本报讯 （记者苏曼丽）人民币境外使用正在从贸易结算向投资过渡。昨天，央行公布了《境外直接投资人民币结算试点管理办法》（下称《办法》），跨境贸易人民币结算试点地区的银行和企业可开展境外直接投资人民币结算试点。该办法已于1月6日开始实施。
《办法》主要针对在跨境贸易人民币结算试点地区内登记注册的非金融企业。在境外直接投资的投资范围为，通过设立、并购、参股等方式在境外设立或取得企业或项目全部或部分所有权、控制权或经营管理权等权益的行为。
央行明确规定，企业可以将其所得的境外直接投资利润以人民币汇回境内，银行可向境内机构在境外投资的企业或项目发放人民币贷款。
2010年6月，央行将人民币跨境贸易结算范围由之前的香港、澳门和东盟地区扩展至全球，国内从5大试点城市扩大至20个地区。央行数据显示，截至2010年底，参与跨境贸易人民币结算试点的企业已经达到67724家。
中国建设银行研究部高级研究员赵庆明指出，此前，境内企业要对外投资必须到银行换汇或者申请外汇贷款，境内企业获准使用人民币对外直接投资意味着人民币的使用范围从经常项目下扩展至资本项目下，是资本项目下的一大开放，也扩大了人民币的接受和使用范围，人民币国际化步伐在加速。
汇丰中国首席经济学家屈宏斌表示，人民币境外直接投资意味着更多的境外人民币供给，随着人民币在境外市场更容易获得，在境外市场可以使用人民币购物，或进行离岸人民币投资。目前人民币的国际化进程正从贸易向投资转变，未来几年人民币国际化的进程将大大加快。屈宏斌指出，人民币国际化大体分三个阶段，第一阶段是使人民币成为国际贸易结算货币，第二阶段称为国际投资货币，第三阶段称为国际储备货币。目前正从第一阶段向第二阶段迈进。人民币达到储备货币的要求之前仍有很长的路要走。
