What is the straw bag?

This narration where people were fighting with Camille actually reminds me of the earthquake last year. As is pointed out in the passage, the storm was the greatest recorded storm ever to hit a populated area in the straw bag. Since the hurricane was so threatening, it was bound to cause a massive destruction. Then, in this given environmental results, what did people do?

Actually, no matter in the case of the May 12 earthquake or in this story, on the one hand, the catastrophe was terrible, on the other, what impressed most were the solidarity and the strong determination of the people who were challenging the disaster and the deeds they took.
