Synchronize Workflow Local Table请求集运行的时候发现错误。请求日志如下：

查了一下metalink,找到了解决方案：
CauseThe First Stage of the Request Set is incorrect
The cause of this problem has been identified as an incorrect definition, there is no start stage,
or the start stage is defined incorrectly for this request set.
Solution1. As System Administrator
2. Navigate: Request -> Set -> Query up your request set
3. Click on the button "Link Stages"
4. Change the "Start Stage" by selecting the LOV to "ENG_LIST" and save
5. Re-run the Report Set
