Experience in learning English

Why so many people still can't speak English even they had been learn English for many years? I'd like to talk about this issue.
I thought that the causes are as below:
first,people ,especially the adult, are use to learn english with the way they've familiar .they exacted the knowledge from their mind while they were speaking english ,as the matter of fact,it isn't helpful in improving their capability in speaking English. All of these is only to make they more impressive with the knowledge which had stored in their mind.
Next, people thought that it would be very helpful if there was a real environment of English around them.  They were able to speaking with foreign people in English ,by this way ,they want to show the capability in speaking English which they have earned. But , you know ,it's poor for those guys, If u still use the way which think all the sentences with Chinese at the beginning and then translate the sentences into English finally , you aren't never being successful in thinking in target language.

So ,what is the answer, what is the correct way to learn English?

I thought we can solve them by using these methods :
First, you have to remain yourself that the things or the sentences what you are thinking are real respond in your mind other that the knowledges which had stored in your mind. You must be able to hold the ability to distinguish the different between them. You have to train yourself so that you are able to respond directly to what you are thinking or listening.
And then, you have to realize that there are so many mistakes and wrong places while you are learning English. Just keep in mind ,thinking in target language is the only correct way to successful in communicating with foreign people. You should be able to create or provide a necessary condition or measure to yourself while you are learning English ,even it's acceptable to force yourself to be use to this forcing measure.

RE: To control your speed when you're speaking

I found that sometimes I had to employ much time and energy to manage what I like to say. But if I spoke too quickly that I would forget the words I had prepared to say. So I thought that it is good for me to slow down the speed when I'm speaking. That will allow me to think the words in advance in my mind.
