1. download Fedora 19 DVD iso on your Linux OS
2. find the USB drive with correct partition on your Linux, and then format your USB drive to ext3 filesystem

sudo fdisk -l
-
mkfs -t vfat /dev/sdb1
-
mount /dev/sdb1 /mnt/iso
3. install creator tool on your Ubuntu Linux, then launch this tool on Ubuntu OS
-
sudo apt-get install unetbootin
-
unetbootin
4. after open unetbootin tool in Ubuntu, you can create Fedora 19 bootable system into your USB drive.
