网上有说安装apt-get install gconf-editor，但是这个对ubuntu12.04是无效的，需要安装dconf-tools：
apt-get install dconf-tools
执行dconf-editor
org->gnome->gedit->prefrences->encodings
添加'GB18030' ，如下：
['UTF-8', 'GB18030', 'CURRENT', 'ISO-8859-15', 'UTF-16']
