good for the empty maintenance, repair and overhaul (MRO) centre at
Windsor's airport built by the city at a cost of some $30 million, all
in, and now being operated by a service provider with no planes to
service.All around the continent deals are being made to repair
aircraft, largely in the fallout from the bankruptcy of the once king of
MRO a company named Aveos. It was a spin off once owned by Air Canada
and with its failure is causing airlines to scramble to find new
providers. It would seem an ideal time for Windsor to enter the MRO
market but, from what is being published, all the work has now been
assigned. At the same time new MRO facilities are opening in America to
serve Air Canada, but, nothing it seems for Windsor which is sitting
holding an empty bag.Back in early August Brian Dunn, editor of yyz news
provided an overview of what was happening to meet the maintenance
needs of Air Canada, which at the time was looking for service providers
of its own. Dunn reported that Premier Aviation, which acts as service
provider at the Windsor hangar, will split an assignment with another
provider to MRO the Canadian carrier's Embraer fleet. The pair will use
their facilities in Trois Rivieres and Nashville respectively.Other
winners include hangars in Israel and Singapore. However the big
surprise is one in Duluth Minnesota a nice place located in the upper
section of the state that was made famous when a black bear barged into
the dining room of a local hotel many years ago, 1929 to be exact. He
broke a 15 foot high window to get in and was not necessarily a welcome
guest.More welcome in the American city is a 188 ,000
sq ft MRO hangar. It is almost double the size of the Windsor hangar
and will be actually built and operated, at its expense ,
by a company known as AAR, said to be the largest North American MRO
provider around. On that day reporter Lee Ferrara advised that "the
addition of the Duluth facility increases AAR's aircraft maintenance
capacity by approximately 10% and will leverage the Company's world
class MRO systems and processes to provide customers with an additional
geographic location and increased flexibility. AAR currently maintains
MRO facilities in Indianapolis, Oklahoma City, Miami and Hot Springs,
Arkansas, which operate as part of the Company's nationwide '1MRO'
network."Ferrara added that the "'Duluth facility extends AAR's industry
leading position as the top provider of aircraft maintenance services
in North America,' said Timothy J. Romenesko, President and Chief
Operating Officer of AAR CORP. 'The new operation is designed to be
efficient and scalable, enabling us to start with a single line of
maintenance and quickly expand to accommodate additional
work.'"Initially the Duluth hangar will be Air Canada all the time. Wood
Dale Illinois based AAR announced on October 18, 2012 that it has a
deal to provide airframe maintenance services for the airline's Airbus
A320 series aircraft.Under the contract ,
AAR will be responsible for regularly scheduled airframe maintenance
and modifications for the almost 90 Airbus narrow body aircraft that are
in the Air Canada fleet and the work will be done under a five year
agreement. Initially work will be done at an AAR hangar in Florida and
then transitioned early next year.So far ,
after some six months and considerable expectations, all that has
arrived in Windsor has been a small aging turbo prop aircraft from an
unknown South American airline. It is not known why the company needed
to keep its name secret.Nor is it known how the place actually operates.
The city set it up as what is known as a municipal capital facility
which means it is exempt from property taxes and that the city appears
to be the actual operator with Premier Aviation hired as the service
provider. Whatever that means. But what is certain is that unlike every
other business in the city Premier will pay no property taxes thus
basically depriving taxpayers of the usual property tax return on their
investments.The city also spent plenty on the building and continually
talks of all the jobs that will be coming. So far an estimated 50 people
are onsite at the empty hangar. That is about half of the staff
complement of Premier's facility in Rome New York which is twice as
large so it is questionable that large numbers of employees will be
required in Windsor unless someone is using a new form of mathematics
which could be the case.
