User Account Control on Windows 2008 is enabled.
Windows 2008 R2
Run Deploy History Manager and examine the output. "Access is denied" messages will appear. Below is snippets from the output to show the errors of concern.

Make sure that the user is Administrator or user with Administrator privileges and do the following:
Go to Start->Run. Type secpol.msc.
Expand Security Settings->Local Policies. Click on Security Options.
The following policies need to be disabled:
User Account Control: Detect application installations and prompt for evaluation
User Account Control: Only elevate executables that are signed and validated
User Account Control: Only elevate UIAccess applications that are installed in secure locations
User Account Control: Run all administrator in Admin Approval Mode
User Account Control: Switch to the secure desktop when prompting for elevation
User Account Control: Visualize file and registry write failure to per-user locations
Try running deploy history manager again, if that fails, uninstall FastBack Reporting from Add/Remove programs. Then reinstall it from the Fastback Server installation package and follow the directions below.
1. Make sure the Tivoli Ccommon Rreporting server is started:
Start-> Programs-> Tivoli Common Reporting-> Start Tivoli Common Reporting Server
2. Start the Browser and log into the Tivoli Integrated Portal (this is to verify valid user/password):
Start-> Programs-> Tivoli Common Reporting-> Start Tivoli Common Reporting Browser
3. Run the Deploy History Manager script:
Programs > Tivoli Storage Manager > FastBack > Reporting > Deploy History Manager.
Log in with user and password used in step 2.
Verify the Deploy History Manager completes successfully.
Running Deploy History Manager should end with:
History Manager update successful.
