“对于基本药物的质量，出现任何的质量问题，我们都是零容忍，一票否决制。”国家食品药品监管局（下称“国家药监局”）局长邵明立在13日召开的2011年全国食品药品监督管理工作会议上说。

据邵明立介绍，国家药监局制定实施国家基本药物质量标准提高工作计划，完成全品种覆盖抽验任务，启动基本药物电子监管，逐步健全地市级药品不良反应监测、报告和评价体系，强化基本药物生产、配送、使用各环节监管，确保基本药物质量安全。

基本药物制度的执行，是为了让老百姓切实能够使用上实惠的药品，解决老百姓看病贵的问题。但是在执行过程中，有些地方的基本药物招标出现了“超低价格”的药品。这种“超低价格”的基本药物，在价格超低之后，其质量堪忧。

“到2011年4月1日，参加招标的基本药物品种必须全部实行电子监管，时限没有余地，决心不能动摇，必须推进这项工作。同时对生产经营和使用全过程监管，严格实施企业生产工艺和处方核查，开展配送企业和医疗机构基本药物质量监管开展全品种覆盖抽验。”邵明立在上述会议上表示。

对于基本药物质量的监管，其不良反应监测和评价同等重要，邵明立表示，《药品不良反应报告和监测管理办法》即将出台，将全面加强基层不良反应监测与报告。

在药品监管的基础设施和技术支撑体系上，“十一五”期间，各级财政投入共计592亿元，用于改善监管条件。

而在整顿市场秩序和加强队伍建设方面，整个药监体系打了两个翻身仗，使得药监体系因某些历史原因而“刮骨疗伤”之后，监管工作重新轻装上阵。

“必须正确处理监管与发展的关系、公众利益与商业利益的关系，营造安全消费的社会环境和竞争有序的市场环境。”邵明立表示。

历史原因积累的“药害”，一度在“十一五”期间陆续显现，从“齐二药”、“欣弗”到“佰易”，无一不让人震惊。为此，专项整顿不停地在药监体系上演，从严打“一药多名”、药品注册申报资料造假，到严查虚假药品广告泛滥、非药品冒充药品、保健食品和化妆品违法添加等，药监体系进行了深入整顿。

目前，在研制环节，国家药监局核查3.6万个药品注册和3.1万个医疗器械注册申报资料，全面清查17.9万个药品批准文号，注销或撤销近5000个药品批准文号。在生产环节，吊销《药品生产许可证》14张，撤销《医疗器械生产企业许可证》15张，收回《药品GMP证书》275张。在流通使用环节，监测移送违法广告35.3万个，撤销收回广告批准文号595个，对违法广告产品采取暂停销售措施2306次，移送关闭违法发布药品信息网站达1844个。

邵明立表示，将围绕经济发展方式转变，引导产业结构调整。以基本药物制度实施为契机，加强药品质量全程监管，提高药品产业集中度。针对产业发展水平低的突出矛盾，加快制定和实施扶优汰劣、促进集中的监管政策，健全市场退出机制，引导产业增强核心竞争力。
