　　美国传统基金会及《华尔街日报》12日联合公布了“2011年经济自由度指数”，香港连续第17年蝉联榜首，成为全球最自由的经济体。新加坡和澳大利亚分列二、三位，排名与去年相同。

　　包括10项指标

　　据悉，经济自由度指数每年发布一次，涵盖全球179个国家和地区，是全球权威的经济自由度评价指标之一。该评价体系包括了经商自由、贸易自由、财政自由、产权保障、廉洁程度等10项指标，在每个指标上分数越高，其经济自由度越高；各个指标累加后的平均值可以计算出总指数。

　　香港内地联系趋紧

　　美国传统基金会当天表示，香港今年整体得分与去年相同，仍为89.7分，在经商自由、财政自由、货币自由、投资自由及金融自由这5个项目上的得分均超过新加坡。

　　该机构称，香港拥有健全的财政管理、有效的司法及监管制度，以及维持对外开放和宏观经济稳健，这些优势均减少了不确定因素，令企业能在港蓬勃发展。而在引进外来直接投资方面，香港继续位列亚洲第二，仅次于中国内地；香港与内地的经济关系也透过强化的金融联系，越来越趋向紧密成熟。

　　不过，该机构同时表示，尽管香港连续17年成为全球经济自由度最高的经济体，但去年在政府开支上失分较多，一些政策也有停滞不前的迹象，未来不排除被新加坡超越的危险。

　　中国内地排名升至135

　　除香港外，中国内地排名由140升至135，但得分仅上升1分。传统基金会表示，内地继续开放贸易令排名有所提升，但人均GDP仍较低。美国排名比去年下滑1位，名列第9。今年排名靠后的仍是朝鲜，其已连续数年垫底，得分仅有1分。
