There will be smaller headlines throughout the paper that announce each story.These headlines are designed to give you an idea of what each article will be about.For example, in the Sunday edition of a Wisconsin paper, The Post-Crescent, a newspaper focused on local Wisconsin news, the frontpage headline reads: "State could aid in 911 safeguards," while a subheadline reads:"Winnebago [County] acts to assure accuracy of phone database."

The newspapers editors obviously felt this would be of top importance to its Wisconsin readers,so they chose to make this their top news story. The national newspapers were focused on the troubled elections in Afghanistan.Smaller headlines on the front page of this same Wisconsin paper read: "Survey:Health costs top concerns:State residents look to candidates for a solution.
