1月13日，央行发布公告称，出台《境外直接投资人民币结算试点管理办法》是为配合跨境贸易人民币结算试点，便利境内机构以人民币开展境外直接投资，规范银行办理境外直接投资人民币结算业务。《境外直接投资人民币结算试点管理办法》其实不过是《境内机构境外直接投资外汇管理规定》的“人民币版”，如果仔细对比，内容基本上是相同的，只不过“购汇对外投资”的字眼变成了“人民币直投”。

很多人喜欢大而无当地讨论人民币如何参与争夺亚洲货币霸权的问题，但是这一应被称为“人民币区域化”的问题其实是大量艰苦而谨慎的设计和次序控制。境外人民币直接投资无疑是“人民币区域化”重要内容之一，它的前提条件当然是对方国允许，人民币会被对方国的外汇局或者银行系统所“接收”。但问题并不这么简单，因为对方国民的“接收”也依赖于中国会让境外人民币有多少“玩法”。

人民币现在的局面是：在港澳台、东盟诸国、中亚有一些流通，主要是边境贸易自发结算，而极少数国家会小幅度地将人民币作为官方储备货币。中国允许一些城市对外贸易中用人民币试点结算，但是人民币结算不是很热。也许境外贸易商会持有人民币，但是他们最多是拿着人民币汇率升值（兑美元）的好处，但是他们很愁苦地发现人民币又不能自由兑换来“脱手”，况且就升值而言，人民币在亚洲货币中并不是兑美元汇率升值最强势的。

现在，央行推出人民币直接投资，显然央行是想做大境外人民币的“池子”，不过要让境外一些国家像“第二美元”一样接纳庞大的人民币增长，在资本账户不自由开放的状态下，中国要尽可能提供境外人民币的各种机会和选择。一个外国公司持有人民币，它或者很方便地将人民币“脱手”变成美元欧元（结算，获得汇率差收益），或者它能让人民币变成再投资行为，例如购买中国的债券或者基金，来分享中国实体经济的增长成果。

于是，我们会发现一种关系：境外人民币“池子”深度取决于中国让境外人民币的“选择集合”范围，而境外人民币选择的范围同香港离岸市场的建设是高度相关的，也就是说，大部分境外人民币的机会都应当在香港市场得到体现，香港市场是“境外人民币回流”的主要管道。

所以，推动人民币贸易结算和直接境外投资，最核心潜台词是提高香港作为离岸市场的能量。我们可以推测，如果让对方国更多地接纳人民币直接投资（或者股权并购），那么就应当不断扩大人民币债券在香港的发行规模，人民币债券包括中国政府发行的国债以及中国大型优质企业发行的债券。现在香港作为人民币NDF（无本金交割远期外汇）的能力是不足的，甚至有时还不如新加坡市场，在汇率指引和利率指引上竞争力不够强盛，所以，应当建议香港的商业银行直接进入中国内地的人民币计价的银行间同业拆借市场。现在，香港银行还是在香港的人民币拆借市场来互补头寸，而直接进入内地人民币拆借市场无疑增强香港的银行的人民币操控能力。另外，条件成熟时，还可以发行产业基金让境外人民币购买，来“回笼”人民币。
