Make sure you run vcvars32.bat in Visual Studio C++ bin and execute the other command in the same command window
在命令行中运行VC中bin下的vcvars32.bat
然后不要关掉命令行窗口
要在同一个窗口中运行相关的命令就不会发生这个错误了...
