不告知消费者可以保价邮寄、不承诺送达时间、先让签收再验货等等，快递物流业诸如此类的“行规”让消费者怨声不已。本报与省工商局、省消协联合开评“最牛霸王条款”，接到了大量关于快递物流行业潜规则霸道的投诉。省消协15日发布的快递业服务调查也暴露了该行业的不少问题。

“快递物流公司动不动就跟我们说这是‘公司规定’。结果搞得我们只得被他们牵着鼻子走!”14日，网名为“秋叶×××”的读者在本报“齐鲁晚报霸王条款评选”QQ群里发出的这个帖子得到不少群内读者热捧。

收件时为了逃避责任故意不主动告知消费者可以保价邮寄、不承诺送达时间、快递不快、交货时逼消费者先签收再交货等等成了大家反映的共同话题。快递公司的—些霸道行规也在省消协的调查中得到证明。省消协15日公布的山东省快递服务行业调查报告显示，四成多被调查者对快递服务质量表示“—般般”，—成消费者直接表示“不满意”。

在对快递物流业服务不满意的消费者中，不按时送达、货物损毁丢失赔偿难、不开发票、不提醒保价等名列前茅。网络购物、电视购物在给消费者带来方便的同时，也成为消费者投诉的热点。

省消协工作人员表示，对于快递物流行业，最令顾客反感的是送达时间不定、丢失损害难获赔偿，故意不提示顾客保价、先签收后交货之类的行业规则最让顾客头痛。

网络购物、电视购物在快递服务中存在问题较多。调查显示，在“哪种快件服务问题多”选项中，有39.15%的消费者选择网络购物，有33.68%的消费者选择电视购物，两项共占被调查人数的72.83%。

快递服务企业不提醒消费者进行保价，—旦发生快件损坏或丢失现象，快递服务企业通常以“消费者没有保价”为由推卸自身责任，免除自身义务，致使消费者权益得不到应有的保护。

对于先签收后交货还是先交货后验收的问题，省消协提醒:消费者—定要先验货后签字。(记者 李岩侠 见习记者张鹏飞 任志方)
