使用ioctl进行无线网络扫描(附源码)

考iwlist源码完成

一、目前存在的问题：
１、iwlist执行时不需要root权限，但我写的wifi工具需要root权限。
２、有些wifi扫描返回的参数我不理解参数含义，所以只是答应出来，没有做human-readable处理。
３、扫描参数无法从程序外部控制，目前的操描选项为：IW_SCAN_ALL_ESSID | IW_SCAN_ALL_FREQ | IW_SCAN_ALL_MODE | IW_SCAN_ALL_RATE
