Symptoms

Crsctl stop crs and crsctl stop crs -f may fail when crsd.bin can not communicate with CSSD.

Errors seen with crsclt stop crs -f

[root@node1 dev]# crsctl stop crs -f
CRS-2791: Starting shutdown of Oracle High Availability Services-managed resources on 'node1'
CRS-2679: Attempting to clean 'ora.crsd' on 'node1'
CRS-4548: Unable to connect to CRSD
CRS-2680: Clean of 'ora.crsd' on 'node1' failed
CRS-2795: Shutdown of Oracle High Availability Services-managed resources on 'node1' has failed
CRS-4687: Shutdown command has completed with error(s).
CRS-4000: Command Stop failed, or completed with errors.

Errors seen with crsclt stop crs

[root@node1]# crsctl stop crs
CRS-2791: Starting shutdown of Oracle High Availability Services-managed resources on 'node1'
CRS-2673: Attempting to stop 'ora.crsd' on 'node1'
CRS-4548: Unable to connect to CRSD
CRS-2675: Stop of 'ora.crsd' on 'node1' failed
CRS-2679: Attempting to clean 'ora.crsd' on 'node1'
CRS-4548: Unable to connect to CRSD
CRS-2678: 'ora.crsd' on 'node1' has experienced an unrecoverable failure
CRS-0267: Human intervention required to resume its availability.
CRS-2795: Shutdown of Oracle High Availability Services-managed resources on 'node1' has failed
CRS-4687: Shutdown command has completed with error(s).
CRS-4000: Command Stop failed, or completed with errors.

Changes

For example: Disk failure that makes voting disks inaccessible and CSSD does not come up 

Cause

The issue is documented in unpublished  and will be fixed in a future release.  was closed as a duplicate.

Solution

There exist two workarounds to solve this problem:

1.  kill these processes: ohasd, gipcd, mdnsd, gpnpd, evmd, and crsd

OR

2.  reboot the node
