devstack安装报错解决方法：Failure creating NET_ID for xxxxx (ml2+ovs网络模式)

　devstack采用ml2+ovs的方式进行部署的时候，官方给出的网路配置方法为:

Q_PLUGIN=ml2
ENABLE_TENANT_VLANS=True

 如果采用这种配置方式，在部署的过程中回报如下错误：

Unable to create the network. No tenant network is available for allocation.

这是由于在创建network的时候需要先去取vlan id，但是这里没有配置VLAN RANGE，所以创建网络报错．

解决方法：　在localrc中增加VLAN RANGE的配置项，比如：

Q_PLUGIN=ml2
ENABLE_TENANT_VLANS=True
ML2_VLAN_RANGES=physnet1:1000:2000
