Anthony's father, Jesse, works as a highway construction safety director. The irony of his son's death is not lost on him.
"I have always done my job to protect the workers in the work zone," he said. "When this happened, it really struck home, because I saw the other side of it. I saw what could happen to somebody when a contractor does not do what is right."
Sepeda began discussing his concerns with members of the Pflugerville city council. On Tuesday, council members unanimously approved the ordinance.
