Though electric cars often are
fashion described as plug-in vehicles, connecting Nissan's coming electric car, the Leaf, to a standard 120-volt wall outlet would take more than 20 hours to fill up its lithium-ion batteries.
Instead, to cut the recharge time to about eight hours—the overnight charge that car makers believe owners will tolerate—requires the installation of a special home charging dock that operates on 220 to 240 volts. And these devices raise safety concerns and other issues for municipal building inspectors and permit offices unused to dealing with them.
That's why Nissan has embarked on a lobbying effort to educate building departments and simplify regulations, in addition to prodding cities to invest in public charging stations and offer incentives for electric vehicles such as free parking.
"The success is somewhat outside the
fashion hands of our company," said Mark Perry, chief of product planning for Nissan in North America.
