With $40 in his pocket, he expected to pay a small fee for unloading the junk from his pickup truck. Instead, he was whacked with an unexpected $20 "tarp fee" on top of the usual collection fee because his junk was not covered. No warning, no notice.
"I don't have a problem with a tarp fee, but there's got to be notification somewhere, whether that's by the county, the city, an ad in the newspaper or somewhere to inform people," Kimler said.
"I drove over 30 minutes to get to the junkyard; I wasn't going to drive back home and get a tarp just to avoid the fee."
