maybe you can, but it's not recommanded and please DO NOT do it.
for example, when you create a additional VC and add a host already managed by another VC, below warning prompt:
the scenario you will do this maybe: original VC host failed unexpectedly, then you install VC on a new host and add the ESX to it.
if you only want to migrate VC to a new host, please disconnect all ESX managed by that VC first, then you can safely add these ESX to new VC, but you will need to do some manual works such as create the organization structure for templates and VMs etc.

I imagine all you have to do is remove the hosts from VC. The VMs should stay up and running. They only issue you might have is you would be unable to start any new VMs since licensing would be unavailable. Then, when you have the VC server back up and running, connect to the the servers.

The only real issue, as far as I can think of, is that you will have to recreate your datacenter and any logical layout you have in the Virtual Machines and Templates tab. And any settings that are specific to VC will need to be redone.
