I’ve encountered this error in installation of SQL 2008 Express Edition on Windows XP SP3.
Rule “Performance counter registry hive consistency” failed.
The performance counter registry hive is corrupted. To continue, you
must repair the performance counter registry hive. For more

Went to the article only to found it is difficult to fully understand. Followed the instructions step by step. Unfortunately, without any luck.
Search via Google and found a post from . This issue can be easily fixed by type the following command in Command Prompt window.
lodctr /R:PerfStringBackup.INI
