A spokeswoman for the Department for Culture, Media and Sport said at the request of families and loved ones the day would be more low- profile than past years.
She added: "There will be a civil servant laying the wreath early on in the morning.
"The families wanted to mark this year in a private way.
"There has already been a big event with the opening of the memorial last year,"
The wreath and message from David Cameron will be left by the 52 steel pillars in the southeast of the park, which represent each life taken by the four suicide bombers.
But away from the official ceremony hundreds of people from different faiths will spend the day uniting against the type of religious fanaticism which fuelled the 2005 attacks.
