问题描述：
Windows2003 32bit 经过security harden，使用IE访问带证书的SSL链接时提示“无法找到服务器”，但是同时使用Firefox却没有问题。
因为有个应用程序需要使用URLWatch来monitor console，这个和IE的访问应该是调用同样的API的，所以必须解决这个问题。
解决方法：
在安全策略中，disable掉 “System cryptography: Use FIPS compliant algorithms for encryption, hashing and signing”，看图：
