IZ56035: WPAR COMMANDS FAIL WHEN 64-BIT PERL IS US

Error description

• When the system is configured to use 64-bit perl, the
  WPAR
  commands are not able to locate LibExt/Stanza.pm and they
  fail with exit value 2. For example

Local fix

• Use 32-bit perl only.
  

Problem summary

• A link will be created that will always point to the
  32 bit perl program.  WPAR commands and libs will be
  changed to use this perl32 link.  Other perl
  programs that use LibExt or for some other reason
  will not work with 64 bit perl can also use this
  perl32 link.
